Nice shot! I also like the theory that you use- "I see something I like, so I shoot it".

There are a few ways this photo can go as far as what you wanted vs. how to improve. Some ways can come through in post-production, and some in composition. Most notable to me is simply straightening the shot possibly with PS's straightening tool. It would help make the wall, signage and chair look even better with the border that you added- you might be able to base the straightening off of either the red band at the top or the juncture of the wall and sidewalk.
The composition of this one is good, too- my eyes hit two spots with this, the chairs, then the signage. Each shooter has different tastes in this case, and one thing that I think would make this pop more would be making the signage's red brighter (bump up the saturation or mask it out of the tinting). There's no need to clean up the missing paint from the signage, either- it adds character and gives an aged feel compared to the almost-brand new looking chairs.
In actuality, with this photo, it all boils down to you and what you liked in the picture.
